DOT PHMSA Report to Congress; Qualification of Pipeline Personnel

The Pipeline Safety Improvement Act of 2002 (PSIA 2002) required the Secretary of Transportation to report to Congress the current status and results of the personnel qualification regulations by December 17, 2006. MEA has reviewed the OQ report to Congress and assembled a “Cliff Notes” version of the significant comments of interest. Reference points are based on the actual page numbers in the report and not the Acrobat Reader page number. MEA OQ services to the industry are mentioned 3 times in the report.
